Student Pass in Singapore

All international students must hold the Student’s Pass issued by the Singapore Immigration & Checkpoints Authority (ICA) if he/ she has been accepted by an educational institution to pursue a full-time study in Singapore

Application requirements 

19 years old and below

If you are 19 years and below of age, at the time of application and wish to attend a full-time course of an approved Private Education Organisation (PEO), your application will be processed by the Singapore immigration & checkpoints Authority (ICA) directly.

Above 19 years old

If you are above 19 years of age at the time of application and wish to attend a vocational, commercial, language or fine arts non-graduate/ postgraduate degree course (including the University of London (UOL) tuition programme), an interview may be required by the Embassy.

Depending on the type of educational institution that the foreigner intends to study, the requirements and procedures for applying the student pass differs.

Interview at Singapore Embassy in Beijing

The Private Education Organisation (PEO) will be informed through an email of the interview schedule within one month after the application is submitted through SOLAR+. Applicants need to contact their PEO for the interview date, and the PEO will be notified of the results 2 months after the interview.

Processing time

Where interviews are required, the processing time is between 2 to 4 months on a case-by-case basis.

Required documentation

1. Original, notarised and photocopy copies of the following documents:
   1. Birth certificate
   2. Highest level of education certificate
   3. Highest level of academic results/ transcripts
   4. Financial bank statements

Note:

The notarised certificates must be issued by the local Notary Public Office, certified by the Consular Department of the Ministry of Foreign Affairs, People’s Republic of China and duly endorsed by the Embassy.

The bank statements must be in fixed deposits of at least 3 months after the interview date. It can be the applicant’s or his/her parents’ savings, or combination of both accounts. Minimum required amount in the account is RMB 150,000 or its equivalent (if in different currency denomination).

2. Overseas study plan and programme, duly signed and dated by the applicant
3. Original and photocopy copies of the applicant and his/her parents & spouse:
   1. Identity card
   2. household register
   3. Employment statement, contract and letter from their respective employers (if applicable)
   4. 3 months salary payslip before the interview
   5. Business registration certificates for self-employed applicants (if applicable)
4. Passport and photocopy of the passport’s bio-data page
5. Applicants need to furnish the original and notarised copies of the certificates of his/her parents/step-parents/marriage certificates if they are a Singaporean citizen or a Singapore permanent resident.

Security deposit

S$5000 is payable in the form of a banker’s guarantee from any established banks in Singapore or cashier’s order, should a security deposit is required. This is paid in Singapore and collected by ICA.  

Processing fee

For every application submitted to ICA, a processing fee of S$30 is chargeable. The fee is strictly non-refundable regardless of the outcomes of the application.

For a successful application, the applicant needs to pay S$60, and this is upon completion of the formality at the Issuance of the student’s pass at ICA.

The entry via fee is RMB 136 (excludes service fee charged by authorised visa agents appointed by Singapore missions in China). This is chargeable upon obtaining the in-principle approval letter from the authority when the applicant applies for a visa through his/her authorised agent.

How to apply for the student pass in Singapore?

No need to apply student pass

No need for application of the student pass if:

•  the dependent’s Pass holder is studying in a Government/ Government-Aided/ independent school/ Foreign System School/ Kindergarden/ Childcare Centre registered with MSF;
• Immigration Exemption Order holder; or
• Visitor who is granted a short term visit pass at the Singapore Checkpoint and wish to attend a short course that can be completed within the validity of the initial Visit Pass granted to him/ her at the Singapore Checkpoint or 30 days, whichever is shorter.

The short term course must:

•  Be a complete and stand-alone module of its own. Courses with multiple programme modules are excluded from the Student’s Pass exemption scheme; and
• not involving hands-on practical occupational training and/or industrial attachment which involves interaction with walk-in customers or be conducted at premises that are also places of business, e.g. hair salons and beauty salons
